Japan Joint Research

The EU and Japan held today their third Digital Partnership Council (DPC) in Tokyo. This meeting aimed to strengthen cooperation on core technologies, resulting in the following key decisions, as outlined in their joint statement:

  • Quantum Computing and Artificial Intelligence: They decided to launch a joint research call for collaborative quantum computing projects, with applications relevant to fields like biomedicine, materials science, and climate modelling. Both sides also reaffirmed their dedication to use quantum computing for the development and promotion of innovative, safe, secure, and trustworthy AI, building on initiatives such as the Hiroshima AI Process.
  • Beyond 5G/6G: The partners committed to the 6G MIRAI-HARMONY joint research project, initiated last month. This project, funded by Horizon Europe, seeks to develop AI-powered networks for user-centric communications, addressing the demand for higher data rates, reduced latency, and enhanced reliability.
  • Semiconductors: They agreed to continue their joint research program. This program implements the Memorandum of Cooperation on Semiconductors, which established close collaboration for R&D in essential components for chip manufacturing and next-generation semiconductor technologies.

In addition to research, the EU and Japan agreed to bolster collaboration on data governance to improve and facilitate data sharing. This includes advancing the interoperability of data spaces and enhancing personal data protection, particularly for academic and research purposes. They also plan to cooperate on creating safe online environments, respecting current laws and frameworks like the Digital Markets Act; ensuring secure, resilient, and sustainable global connectivity via submarine cables and Arctic links; and strengthening cybersecurity cooperation, including regulatory developments like critical infrastructure protection and product security.

The fourth EU-Japan Digital Partnership Council is scheduled for 2026 in Brussels.
